Job description

The chair holder performs academic and contract research, maintains intensive, international contacts with policy makers and academia and organises seminars and conferences on various topics. The research, mainly empirical, uses advanced quantitative analyses to assess the consequences of policy and management choices on the efficiency of public services. Policy research deals with market structures, budgeting systems, market regulation, and interdependencies between organisations and bureaucracy. Management-oriented research relates to the organisation of public services and the role of innovations. The chair broadly covers the public sector, including health care, education, utilities, public transportation, police, the judicial system, social security, welfare services, municipal services and public housing. The research must have a strong external orientation and provide a solid academic basis for public policy issues. Responsibilities include programmes and projects funded by third parties.
The chair’s research relies on quantitative empirical, economic and econometric methodologies. Establishing the quantitative relationships among innovative power, governance, corporate governance and performance is the chair’s core business. Productivity and efficiency measurement, the development of innovation diffusion models and governance models are at the centre of the research.

The Professor
-is responsible for the further development of the Centre for Innovation and Public Sector Efficiency Studies by expanding the
network of policymakers and researchers;
-leads the centre’s staff in an inspiring way;
-maintains and expands contacts with governmental bodies, public sector associations, public sector firms and other potential
third parties, and acquires third-party research contracts;
-expands contacts and attracts funding from national research foundations, such as NWO, ZonMw, Senter Novem, and from
other subsidy programmes;
-takes up and conducts quantitative, empirical and econometric research on public sector issues;
-maintains and expands contacts with the international academic community in this research area;
-develops and participates in the teaching programme.

Requirements

· a Ph. D. in econometrics or quantitative economics, preferable on a subject related to public economics;
· publications in national and international academic journals;
· a thorough knowledge of the public sector, particularly of the Netherlands ;
· an extended experience with empirical econometric applied research in the public sector;
· a thorough knowledge of productivity and efficiency measurement methodologies, such as Stochastic Frontier Analysis en
Data Envelopment Analysis;
· strong and inspiring leadership qualities;
· an extensive experience with third party contract research;
· experience with attracting research funds from national research foundations (NWO, ZonMw, Senter Novem) and other
subsidy programs;
· a good reputation as an independent and objective researcher among policy makers and other relevant parties in public
policy;
· good management skills with respect to planning, control and administrative cycles;
· an extensive network of academic and public sector policy contacts;
· experience in communicating with policymakers and with a good sense for political pitfalls and opportunities;
· experience in a multidisciplinary setting;
· an enthusiastic and inspiring personality;
· a good sense for commercial and business wise considerations;
· willingness to actively participate in administrative (inter-) university context;
· experience with teaching and with mentoring Ph. D. and master students.

Technology, Policy & Management

The Innovation Systems Department integrates contributions from various disciplines towards an investigation of factors that influence the emergence and diffusion of innovations. The programme focuses on the analysis of multi-actor settings, on systems analysis, and on problems related to the innovative use of technologies. The two most important pillars of the programme include the following research topics: 1) knowledge management, HRM practices and labour relations; and 2) national, regional and sectoral innovation systems and knowledge networks. The chair is part of the Centre for Innovation and Public Sector Efficiency (IPSE Studies). IPSE Studies carries out research on public sector efficiency and effectiveness. The goal of IPSE Studies is to perform academic research and to contribute to the policy discussions concerning the optimal design of the public sector. The latter also includes the implementation of the research results in everyday policy.
