There is a need to develop a framework for local government involvement in fibre infrastructure initiatives in industrial parks as traditional market failure rationales provide insufficient justifications to foster diffusion of fibre based services in SMEs. Research on the deployment of fibre infrastructure has until recently been focused on the new quality of fibre technologies in leading to market failure, but mostly ignored the adoption of advanced ICT applications running on these new infrastructures by SMEs. The empirical literature on ICT applications in companies has not been of much help in this respect as the case studies discussed are mostly linked to particular industries but seldom to the underlying broadband infrastructure.

Recently nation-wide (undertaken by CBS) and European-wide studies (by e.g. EU Business Watch) have tried to complement these studies, but have been limited with respect to questions about new ICT applications (such as real-time security camera observations at industrial parks or direct routing). However, these new applications have been vital in explaining emerging patterns of ICT adoption by SMEs. For example, it has been proposed that real-time camera observations provide for the bulk of new growth in traffic coming from SMEs located at different industrial parks in Eindhoven. In addition, new patterns of adoption of ICT seem emerge due to direct routing based on peering.

The candidate should have a background in engineering, economics or business studies, or another field of study related to the project with an interest in telecommunication economics/policy, economics and business studies, at the level of an MA, MSc or equivalent degree (Dutch: drs. or ir.). Experience with programming and quantitative techniques of analysis is necessary. A proven interest in issues of technology and innovation and/or regional economics would be an advantage.

Conditions of employment

  • gross salary is in the range of €28.500 - €36.500 per annum (on a full-time basis), this includes 8% holiday allowance and 8.3% end of year allowance.
