Job description

Scope of the Ph.D. project

In several (post-) conflict situations, military involvement in (re)construction of local roads, schools and hospitals is necessary to create stability. The scarcity of military engineers and the necessity to be involved in such non-military activities - as a part of a wider comprehensive conflict approach - forces the military organization to outsource these activities. Outsourcing construction projects to - in particular - local contractors increases local capacity-building and local ownership. Despite these advantages, the military organization also faces many difficulties regarding tendering, controlling, monitoring and evaluating construction projects which are performed by local parties. In order to overcome these difficulties, the objective of this research project is to develop a new construction management process model which suits the specific needs of construction management in stabilization and reconstruction operations. The PhD will spend about 20% of his time on teaching courses to NDLA-students.
