LEI has created 4 PhD-positions in collaboration with Wageningen University. These positions are aimed at making new developments in science applicable to enable socially and strategically sound policy choices in politics and business. In this context we are looking for a PhD Direct payments and public values: the response and contribution of farmers. The EU introduced a system of direct payments (DP) with the MacSharry reform. These DPs are decoupled from production and made conditional on minimum sustainability criteria since 2003 (cross-compliance). There are ideas to further change the system and link DPs to improve and strengthen agriculture’s contribution to public values. You analyze the impact of DPs on farmer’s behavior and to what extent alternative DP arrangements might contribute to the realization of broader policy goals (including issues such as environment, biodiversity, water, soil preservation, etc.).The assessment you make is based on a sound micro-economic framework, which takes into account also non-economic factors where relevant. You will do extensive econometric modeling at micro-level using farm panel data. A modeling tool will result that allows for simulating the impact of various traditional policies as well as policies aiming at the provision of public goods (including selected incentive schemes and regulatory constraints) taking into account individual farm responses and the interaction between those responses.
- You hold an MSc degree in Economics with knowledge of or interest in microeconomics, behavioral economics and applied econometrics. - You have a strong interest in European rural and farm policies. - You are motivated and have the ability to do empirical economic research in relation to policy issues. - You can work in a small team of academic and professional researchers.- You are able to contribute to publications in international refereed journals. - You can speak, write and read English and Dutch. - Since the project is a collaboration between LEI and Wageningen University we ask that you like to work in a network and is able act as a bridge scientific and applied research, therewith strengthening both organisations.
