The position of Head of ISR involves the following tasks:
• taking responsibility for the organisational and personnel management of the Department; ensuring smooth internal communication and collaboration
• informing the department’s staff members at all times about internal university developments vision
• ensuring smooth communication and collaboration with various University departments, faculties and service units in order to achieve UG’s overall strategy and internationalisation objectives in particular
• advising University faculties and service units where relevant and incorporating their advice when formulating policies
• facilitating and tailoring initiatives taken by facilities and service units in the field of internationalization
• advising the Board of the University, the faculty boards and the service unit boards in the fields of internationalisation (strategy, implementation and organisation) and international collaboration
• following developments in the field of internationalisation as broadly as possible and translating them into initiatives within the University, where possible linked to the three central themes of Healthy Ageing, Sustainable Society and Energy
• acting as the University’s ambassador internally and externally, which includes and representing the University in national and international networks and consultative bodies.

Requirements

• a university degree (master or PhD)
• management experience in a political-strategic and administrative working environment
• broad and relevant experience in the area of internationalisation in teaching and research
• thorough knowledge of the Dutch higher education system and of the European policy agenda in the field of teaching and research
• a clear vision of how to raise the international profile of a higher education institution ranked in the global Top 100
• strategic advisory skills and persuasive power
• excellent oral and writing skills in English; willingness to learn Dutch if this is not the mother tongue; proficiency in other modern languages (e.g. German, Spanish or Chinese) is a plus.

In addition, candidates must also have the following competences: conceptual skills, persuasive power, inspiring leadership, intercultural skills, networking skills, organisational sensitivity, excellent communication skills and a sense of administrative relationships.

Conditions of employment

Fixed-term contract: 12 months.

The University of Groningen is offering a salary based on qualifications and experience of between € 5,294 and € 6,738 (salary scale 14 of the Collective Labour Agreement (CAO) for Dutch Universities) gross per month for a full-time position. The initial appointment will be temporary (for one year). An evaluation will take place within that year to assess whether the prospect of appointment for an indefinite period is possible. The UFO profile for Policy Director 3 applies. The selection procedure may include an assessment.

Office of the University

The University of Groningen (UG) has high ambitions in the area of internationalisation and has been a frontrunner in this area for many years. UG considers internationalisation an instrument for quality and innovation in teaching and research. Internationalisation is a key element in the University’s strategy and all staff and students are acquainted with it. Given the increasing scale and complexity of internationalisation, it is essential to link, promote and monitor expertise and networks in the field of international collaboration.

Department
The Department of International Strategy and Relations (ISR) is charged with the task of formulating and implementing the UG internationalisation policy, in close consultation with the University’s faculties and service units. The internationalisation policy in the area of teaching and research is given shape together with high-quality, strong international partners, consortia and networks. The Department of ISR is the first point of contact in the area of internationalisation, both internally (for UG faculties and service units) and externally (for national and international partner institutions, umbrella organisations and agencies). The Department is part of the Office of the University. It collaborates with all other policy departments within the Office, as well as with the faculties.

Structure and incorporation of the Department
The Department of ISR is a compact central policy department which hierarchically falls under the management of the Office of the University. The Department maintains functional links to the Board of the University, the University’s faculties and service units and other departments within the Office of the University.

The Department concentrates mainly on policy forming, policy advice, programme management, monitoring and international relations management. Within the Office of the University, the Department of ISR collaborates intensively with the departments concerned with teaching and research policy and international positioning.

The Department of ISR is led by a Head who falls directly under the management of the Office of the University. The Department currently has 12 staff members.
