Job description

The position is in the Policy Analysis Section within the MAS Department. The section aims to develop and use methods and techniques for the design, implementation, and evaluation of policy in complex, multi-actor settings. Since policy problems and the policy context cover multiple domains, they demand an interdisciplinary approach. The work of the section spans different domains with strong research portfolios in the areas of water and deltas, crisis management, humanitarian missions, and logistics and transportation systems.Real-time modelling and simulation in large-scale, distributed environments, combined with exploratory modeling and analysis, is one of the key tools to provide insights into the complex, socio-technical systems within our society.

The candidate can develop his/her own research specialization within the section, preferably focusing on distributed, data-driven simulation methods, techniques, and tools. The simulation research aims at supporting public/private decision making and policy analysis and development. Interesting research challenges exist for instance in the combined application of discrete-event and agent-based models, in the use of big data to instantiate and validate models for real-time decision making and forecasting, and in the use of simulation under deep uncertainty. The candidate should have affinity with the technology and related governance challenges. Application domains can be broad, such as transport and logistics, water management, and crisis management. Tool development in Java, Python, R and C++ is part of the job, as well as the use of commercial simulation software (Simio, AnyLogic, etc.).

 The Policy Analysis section also plays a substantial role in all education programmes in the Faculty of TPM. The candidate will actively contribute to these programmes, specifically the modelling and simulation courses.

Requirements

• A background in engineering, mathematical, computer or design sciences, with strong computer science, software engineering and mathematical skills;

• Excellent scientific credentials, i.e., a PhD, good set of publications, and preferably experience as a post-doc;

• Experience or interest in the development and use of discrete-event models and simulation environments;

• Programming experience in Java, Python, R and/or C++;

• Motivated to work in a collegial interdisciplinary environment;

• Creative and innovative;

• Good didactic qualities and teaching experience (if possible a Basic Teaching Qualification);

• Experience in attracting external funding is a plus;

• Having or willing to build up a network with academic, industrial, and (inter)national governmental organisations.

Conditions of employment

At the start of the tenure-track you will be appointed as Assistant Professor for the duration of six years. Section leader, department leaders and you will agree upon expected performance and (soft) skills. You will receive formal feedback on performance and skills during annual assessment meetings and the mid-term evaluation. If the performance and skills are evaluated positively at the end of the tenure track, you will be appointed in a permanent Assistant Professor position.

The Multi-Actor Systems (MAS) Department within TPM focuses on complex governance issues in a technology-dominated world by analysing and modelling these systems and developing methods to deal with their complexity. Research focuses on designing instruments for decision makers to intervene in multi-actor systems. In addition, the coordination between the actors is researched, enabling and supporting emergence in large-scale, distributed environments such as energy management, urban infrastructure and supply networks.
