Job description

In 2025 we started the tender for our new Enterprise service management platform and in 2026 we will decide on what platform we will buy and work with for the future. That’s where you come in. Together with our expanding team: Enterprise Service and Process Optimization you will make this new platform work. From an implementation strategy till a project planning, steering committees and supplier contact, you will help us to make this project a success.

We have already build our project organization and a steering committee, extended project groups and sounding boards. What you will add to our enthusiastic team is a vision on a good implementation and guidance in the right direction.

What you will do
  • You will help to manage the project team to a successful implementation together with the Product Owner. The team includes professionals such as application engineers, a Scrum Master, an adoption consultant, a service designer, and members of the extended project group.
  • You will create and execute a comprehensive project plan that results in a fully functioning ESM platform. This includes defining the way of working, deliverables, and planning. The plan should combine both traditional project management and agile methodologies.
  • You are responsible for managing project quality, finances, and timelines, with a strong focus on identifying and mitigating risks.
  • You will further develop and strengthen the project organization, maintaining continuous alignment with key stakeholders.
  • You will manage agreements and collaboration with our delivery partners.
  • You will work closely with and support the Product Owner, ensuring that project execution aligns with product goals, priorities, and vision.
  • You will be part of the IT Projects organisation, where various complex projects are carried out and where you may be deployed in the future.

Requirements

  • Proven experience as a project manager leading large-scale change initiatives within complex public organizations.
  • A higher professional education (HBO) degree, preferably in Business, IT, or Change Management.
  • Strong leadership skills, with a clear vision on implementing major organizational transformations (such as ESM).
  • Excellent analytical abilities combined with creative problem‑solving skills.
  • Outstanding written and verbal communication skills in both Dutch and English.
  • A proactive and independent mindset—someone who identifies opportunities, takes initiative, and is driven by intrinsic motivation.
  • High organizational sensitivity and the ability to navigate diverse stakeholder interests.
  • Strong stakeholder‑management capabilities.
  • Familiarity with Agile methodologies, including Scrum and Kanban.
  • Willingness to work in a hybrid environment, combining on‑site presence with remote work.

Conditions of employment

  • A monthly salary of minimum €4.728 to maximum €7.297 for full-time employment, depending on your knowledge and experience (scale 11/12 collective labour agreement for Dutch Universities).
