The successful candidate will carry out theory-driven and policy-oriented research on how the EU’s inter-organisational relations with the United Nations at the intersection of counter-terrorism and local peacebuilding. ‘Counter-terrorism’ is here broadly defined to include both state-sponsored and non-state groups’ terrorist activities. This is a 100% research position for the first three years, but opportunities to develop teaching expertise and gain experience will be offered during the 4th year (up to 50% can be dedicated to teaching in the final year). The research should lead the candidate to obtain a PhD within a four-year timeframe.

The PhD candidate’s project will be part of the Marie Skłodowska-Curie Actions (MSCA) Doctoral Network on EU Glocal Counter-Terrorism (EU-GLOCTER).

The two main objectives of EU-GLOCTER are: (1) to provide world-class training to doctoral candidates (DCs) in EU ‘glocal’ counter-terrorism - thinking globally, responding locally; and (2) to generate scientific excellence and technological innovation in the area of counter-terrorism. Terrorism remains one of the main security threats facing the European Union (EU) and its Member States, with a considerable impact on European societies. There is therefore a strong need for knowledge and expertise that will enable the EU and its Member States to effectively address the contemporary terrorist threat. The EU-GLOCTER (EUropean GLOCal Counter-TERrorism) Doctoral Network will produce the expertise that the EU and its Member States require to effectively address this threat. The research programme is highly innovative in its emphasis on analysing EU counter-terrorism through the lenses of ‘glocalism’ at different levels, ranging from the local through the EU to the global level, and in the crossing of the public-private sector boundaries. EU-GLOCTER brings seven recruiting institutions with an excellent research track-record in counter-terrorism research together with Associated Partners from across the world in order to deliver a world-class PhD programme.
The EU-GLOCTER doctoral programme will be implemented through partnerships of organisations from different sectors across Europe and beyond to train highly skilled doctoral candidates, stimulate their creativity, enhance their innovation capacities and boost their employability in the long-term. Participating universities and research institutes are next to Leiden University, Dublin City University (DCU), Ireland (Coordinator), International Centre for Counter-Terrorism (ICCT), Netherlands, Jagiellonian University (JAG), Poland; Metropolitan University Prague (MUP), Czechia; Rey Juan Carlos University (URJC), Spain. In addition, there are 17 associate partners. For a full list, see https://euglocter.eu/about/#recruiting-partners

The doctoral programme comprises two periods of secondment as well as a range of network-wide training events and conferences. All candidates must also comply with the following mobility requirement: in general, they must not have resided or carried out their main activity (work, studies, etc.) in the country of the recruiting organisation for more than 12 months in the 36 months immediately before their recruitment date.
