The International Institute of Social Studies (ISS) seeks to appoint an Assistant Professor in Policy and Project Evaluation. We envisage hiring a critically minded, broadly trained candidate with an interdisciplinary background and practical expertise in evaluation of policies, programmes, projects and actions in developing areas. The position requires proven experience with and exposure to the interactions of actors who plan, design, implement and evaluate policy interventions. Knowledge of quantitative and qualitative evaluation methodologies is expected. Expertise in topics such as street-level bureaucracy, corruption, evaluation practices under limited budgets and in situations of divergent interests is desirable. Scholars from disciplines such as management, public policy, public administration, development economics, or politics are welcome to apply.
This vacancy is for a tenure track position and would best suit an early career academic.

Job description

The successful candidate is expected to play a central role in teaching and MA thesis supervision in the Major of Governance and Development Policy, which is part of the ISS MA programme in Development Studies.

The successful candidate will join the teaching team responsible for the Major in Governance and Development PolicyOpens external (GDP) in the ISS MA in Development Studies, and is expected to play a central role in GDP teaching and MA thesis supervision. The priority teaching areas are policy and project implementation, management, and evaluation in the broad context of development governance at the national and local level. Collaboration with other majors and teaching input in the broader MA programme is also expected. This means that, besides being active in the specific fields identified in this profile, where appropriate and feasible we also expect our new colleague to contribute, for instance, to our General Course, foundation courses, and/or methodology teaching in the ISS MA in Development Studies, and to academic management and service. Experience with hybrid and online teaching is considered an asset as is experience with innovative teaching methodologies suitable for the highly diverse and international classrooms of the ISS.

The to-be-appointed assistant professor will be expected to carry out cutting-edge development studies research on governance and development policy, and/or on policy interventions that mobilize private, governmental and non-governmental actors at various levels of public domains. Ideally this research is conducted from critical and interdisciplinary perspectives. PhD supervision is part of the job as well. The to-be-appointed assistant professor will become part of the ISS Research Programme ‘Global Development and Social Justice’Opens external and will be affiliated with one of our four Research Groups. As part of its research strategy, the Institute currently also pursues four multidisciplinary, cross-cutting research themes: environment and climate change; conflict and peace; social protection and inequality; migration and diversity. In education and research alike, the successful candidate is expected to be a team player along with quality individual work.

Requirements

We are looking for candidates who meet the following requirements:

  • A PhD in a relevant field of social sciences;
  • A relevant interdisciplinary academic background;
  • Documented expertise on policy and project evaluation;
  • Practical experience with/exposure to relevant work in the field of policy and project evaluation, preferably in the Global South;
  • Demonstrated capacity and skills in teaching MA students, including thesis supervisions and teaching management;
  • Possession of a UTQ certificate (University Teaching Qualification) which is a formal Dutch higher education teaching qualification or willingness to obtain the UTQ soon after joining ISS;
  • An active publication strategy and solid publications record (in line with career stage);
  • Ability to acquire research funding;
  • Demonstrated experience and commitment to teaching, research and service in multicultural environments.

Additional advantages

  • Ability to teach general development studies subjects, foundation courses, and/or research methodology courses (e.g., qualitative interviewing or mixed methods of social science research);
  • Interest in, and ability to conduct or contribute to societally relevant teaching and research e.g., by contributions to public debate or co-creative collaborative projects.

Conditions of employment

The contract will be initially for a period of 18 months after proven suitability for the position the contract will be converted to a permanent contract.

The selected candidate will be offered a contract at the level of Assistant Professor 2 with the possibility of promotion upon successful performance in the specified tenure track arrangement (to Assistant Professor 1 after 3 years and to Associate Professor 2 after 6 years). The successful candidate is invited to start as soon as possible.

The start date of this position is as soon as possible, and you will be based at ISS in the Hague. The position is for 1 FTE. The salary is dependent on your experience and knowledge and ranges from a minimum of € 3.821,- to a maximum of € 5.230,- gross per month on a fulltime basis, in accordance with scale 11 of the CAO-NU. In addition, we offer an 8% holiday allowance, an end-of-year payment of 8.3%, and a very generous paid leave scheme.
